On March 10, the Financial Services Agency (FSA) and the U.S. Commodity Futures Trading Commission (CFTC) signed a Memorandum of Cooperation (MoC) regarding cooperation and the exchange of information in the supervision and oversight of regulated entities that operate on a cross-border basis in both Japan and the United States.

Through the MoC, the FSA and the CFTC express their willingness to cooperate with each other in the interest of fulfilling their respective regulatory mandates regarding derivatives markets. The contents of the MoC include information sharing upon request, periodic meetings to update each other and to discuss issues of common interest, and procedures for on-site visits to regulated entities physically located in the jurisdiction of the other authority as well as permissible uses and confidentiality of information shared.
